Since Feb 2026 mortgaged/off-plan counts on total value with bank/developer NOC (no 50%/AED 1m paid-up rule). Spouse, children, parents sponsored; medical + Emirates ID. Gov fees (visa, Emirates ID, medical) ~AED 12,800 (family of 3).
