Temporary Residence Permit for Foreigners Sharing Traditional Russian Values (Decree No. 702) is a residence route in Russia (Outros). Since Sept 2024: TRP outside quota and without language/history/law exam. Entry on humanitarian visa after signing a statement rejecting home-state 'destructive neoliberal' policies. ~3,400 applications by Apr 2026. Language exam needed later for VNZh. Gov fees ~RUB 15k (family of 3).
